Digital subscription channel Racing UK is launching a broadband television service in conjunction with the Racing Post.
Broadcastnow.co.uk said the venture was inviting gaming sites to tender for five betting licences.
Licence holders would be able to use Racing UK video content on their own sites.
Racing UK executive chairman Simon Bazalgette said: "Our partnership with the Racing Post is a powerful combination of video and data which will allow horseracing punters to study form and view live races via broadband.
"It demonstrates how horseracing continues to be at the forefront of new technological developments and will maximise revenue for the benefit of the sport as a whole."
In February, Bazalgette announced Racing UK was poised to make payments totalling more than £1.9m to its shareholders, owners of 31 UK courses.
The channel was launched last October on digital satellite, cable and broadband platforms. In November the company announced it had registered its 20,000th subscriber, a year ahead of schedule.
